Board Meeting Minutes, May 5, 2015

MINUTES

 

Minutes of the Regular Meeting of the Sullivan Township Board held at the Sullivan Township Hall,

May 5, 2015. The meeting was called to order by Supervisor Mabrito at 6:30 p.m. with the pledge ofallegiance.

 

PRESENT:  Supervisor, Tony Mabrito; Clerk, Sue Buckner; Treasurer, Tammy Gillette; Trustee, Kevin Aney; Trustee, Mary Kotecki; 11 residents, and one guest of Sullivan Township.

            ABSENT:  None

 

MINUTES:  It was moved by Tammy Gillette, supported by Kevin Aney, to accept the minutes of the regular meeting of April 7, 2015.  Motion carried.

 

FINANCE:  The Treasurer’s report on Township receipts of $904.57 for the period of April 1, 2015, through April 30, 2015, was presented by Treasurer, Tammy Gillette.

 

It was moved by Mary Kotecki, supported by Tammy Gillette, to pay bills of $15,963.85 as presented by Clerk, Sue Buckner.  Motion carried.

 

COMMITTEE REPORTS: Planning Commission: Commission Secretary, Eloise Jarka, gave an overviewof the April 14, 2015 meeting.  Motion made by Sue Buckner, supported by Kevin Aney, to approve the “Conditions of Approval for Kass Farm Extraction” as recommended by the Planning Commission.  Motion carried.

 

AUDIENCE PARTICIPATION:  Mr. Ken Hulka, M.C.R.C.  Motion made by Sue Buckner, supported by Kevin Aney, to replace a cross culvert that needs replacing on Hilton Park Road.  Motion carried.

 

Motion made by Sue Buckner, supported by Tammy Gillette, to make repairs to Ensley Road as presented by Ken Hulka of MCRC, and contingent upon Ravenna Township approval/contributions.  Motion carried.

 

Other townships roads discussed included Sullivan Road from Ellis to Pontaluna, Barnes Road, Jenson and Ellis Roads.

 

CORRESPONDENCE:  None

 

OLD BUSINESS:  None

 

NEW BUSINESS:  Participating in the National Flood Insurance Program – Item tabled until Clerk Buckner can get additional information from other townships regarding participation and costs.

 

Changes to the Michigan Freedom of Information Act (FOIA):  Motion made by Sue Buckner, supported by Mary Kotecki, to adopt the written Procedures and Guidelines to implement the FOIA, along with a written Public Summary explaining how the township’s FOIA process works.  Motion carried.

This information will be posted on the township website prior to July 1, 2015.

 

Quote for upgrading BS&A Programs – Motion made by Sue Buckner, supported by Kevin Aney,

to purchase software upgrade to .Net to interface with Muskegon County software programs.  Included applications are general ledger, accounts payable, payroll and tax accounts.  Motion carried.

 

Motion made by Sue Buckner, supported by Kevin Aney, to upgrade township computers to be compatible with the new .Net software.  Motion carried.

 

Motion made by Sue Buckner, supported by Tammy Gillette, to adopt Resolution 2015-05, “ Authorizing the Safe Operation of Golf Carts on Township Streets”,  per Public Act 491, Section 657A.

Motion carried.

 

Quotes for ADA Toilets for Park:  Three quotes were discussed, with authorization to purchase given to the Park Committee.

 

            DISCUSSION:  MTS Permits issued for the month of March were reviewed.

 

Volunteers are still needed to work for the tire recycle event on June 27, from 9:00 a.m. – 2:00 p.m.  Please contact the township business office at 853-6900 to volunteer.

 

Spring Clean-Up is being held the weeks of May 11 – 15, and May 18 – 22.  Please bring your township newsletter as your access pass.

 

ADJOURNMENT:  There being no further business to come before the Board, it was moved by Sue Buckner, supported by Tammy Gillette to adjourn.  Motion carried.
