Sullivan Township Board Meeting Minutes    May 5, 2022

The Meeting was called to order by Tony Mabrito at 5:30 p.m. with the Pledge of Allegiance.

ROLL CALL: Present: Tony Mabrito-Supervisor, Libby Spencer-Clerk, Tracey McGhan-Treasurer, Joe Kremm-Trustee, John Carr-Trustee                Five residents and Jenny McNeil were in attendance

MINUTES:  It was moved by Libby Spencer, supported by Joe Kremm, to accept the minutes of the regular meeting held.  Motion carried.

FINANCE:  The Treasurer’s report on all Township receipts of $50,694.81 for the period of April 1, 2022, to April30, 2022 was presented by Treasurer Tracey McGhan.   It was moved by Tracey McGhan, supported by Joe Kremm to pay bills of $17,722.89 as presented by Clerk Libby Spencer.  Motion carried.

REPORTS: John Carr reported that the Planning Commission worked on developing the Ordinance for Storage Containers within our township.  They also are working to update the Zoning Map.

Michigan Township Services – were reviewed

NEW BUSINESS: The Board reviewed the estimates to purchase a color printer.  Joe Kremm moved to approve, with John Carr supporting.  Motion Carried.

-Through the Metro Act, the board approved a permit for Everstream access to use the public right-of-way along Brooks Rd for telecommunication installation.

-Two Policies were presented to the board a Credit Card Acceptance that allows our residents to pay taxes and fees by card for their convenience and Credit Card Use Policies for purchases to be made for the township. Tracey MaGhan moved to approve, supported by Joe Kremm, motion carried.

-An updated version of the Poverty Exemption Form was presented.  Tracey McGhan moved to approve, supported by John Carr, motion carried.

-A replacement and conversion to swap the Florescent Lighting in the hall for LED by Consumers Electric was presented.  The saving appears to be significant however the board would like additional comparisons of the work needing to be completed. Tabled until next month.

-An estimate was presented to create a hard surface topping through Chip and Seal by the MCRC for the gravel sections of Hile and Sullivan Roads.  We will be sending a letter to the residents on these roads to inquire whether they are interested in pursuing this option.

– John Carr brought up the need to move forward on Blight Ordinance and Universal Property Maintenance Ordinance discussed in previous meetings.  After much discussion, it was suggested that the board dig deeper into this topic at a work meeting to be held before the June meeting.

– The board will be working on appraisals to update the upstairs of the Township Hall and the heating systems as an option to utilize the State and Local Fiscal Recovery Funds. Tony Mabrito is also going to get estimates to build a bridge from the Sullivan Lake parking lot to the bike trail.

– Township Employee wages were discussed the Office Administrator will be receiving a 2% increase and our janitorial staff will receive a $2.00/hour raise. Libby Spencer moved to approve, supported by Tracey McGhan, motion carried

ANNOUNCEMENTS: A Memorial Day Service will be held at the Ravenna American Legion.

The MCRC will be enlarging the Sternberg parking lot to make room for Horse Trailers that would like to access our township property trails.

PUBLIC COMMENTS: Robert Wiermert asked what would need to be done to have a hard surface applied to Cline Rd.  He was told that we could get a quote from the MCRC and he could rally the residents on his road to see if they would like to invest in the work along with the township.

-Jenny McNeill, introduced herself to the Board and let us know that she will be running for 14th district court judge this fall.

-Several residents were present to discuss the continuing issue that they are having with their neighbor continuing to violate our noise ordinance.

ADJOURNMENT:  There being no further business to come before the Board, it was moved by Libby Spencer, supported by Tracey McGhan to adjourn at 7:03pm.  Motion carried
