Sullivan Township Board Meeting Minutes    December 6, 2022

The meeting was called to order by Tony Mabrito at 5:30 p.m. with the Pledge of Allegiance.

ROLL CALL: Present: Tony Mabrito-Supervisor, Libby Spencer-Clerk, Tracey McGhan-Treasurer, Joe Kremm-Trustee, Jeremy Rios-Trustee, Guest Judy Kell (grant writer) and 3 residents

Jeremy Rios and Tracey McGhan were congratulated on their win in the November Election.

MINUTES:  It was moved by Joe Kremm, supported by Tracey McGhan, to accept the minutes of the regular meeting held on November 1, 2022.  Motion carried.

FINANCE:  The Treasurer’s report on all Township receipts of $59,586.34 for the period of November 1, 2022, to November 30, 2022, was presented by Treasurer Tracey McGhan.  It was moved by Tony Mabrito, supported by Tracey McGhan to pay bills of $27,179.80 as presented by Clerk Libby Spencer.  Motion carried.

REPORTS: Planning Commission – Heather Rios reported the following: Approved of an oversized structure on Broton road, Reviewed the Storage Container Ordinance, Recommended the Board approved Escrow fee for certain Applicants

CORRESPONDENCE: Fresh Coast Planning Activity and MTA was reviewed

OLD BUSINESS: Sheringer Road Property ownership is being researched by the equalization dept

-Judy Kell was invited to discuss Spark Grant Application for Sullivan Lake Park.  Once the Grant for $117k is approved, we will proceed to connect the parking lot to the Musketawa Trail, add a bicycle repair station, a picnic pavilion and lighting.

NEW BUSINESS: In preparation for next year’s budget, the Board approved an increase to Election Worker Wages from $12 to $15 an hour.

-Due to excessive and continual mistakes the board agreed to eliminate tax payments being made at Choice One Bank for 2023 taxes.  There are now several ways to pay taxes on-line via credit card in the office, by mail and by drop box.  Notification of the Changes to the 2023 taxes will be posted in the newsletter, on the website and on the taxes bills.

-The board discussed the need to update our Ordinances.  It was agreed that we will work with FCP to provide the Planning Commission with an Ordinance to Up-date every other month starting in 2023.  The PC will be provided the Ordinance Update options one week prior the PC monthly meeting. The expectation will be to complete the update of the Ordinance during that meeting.

-The option to set up an escrow account for new applicants seeking a large project was voted on and was unanimously approved by the board.

PUBLIC COMMENTS: Tammy Gillette asked whether the resurfacing of Barnes Road was on the schedule for next year.  Tony stated that he believes it is along several stretches of Sheringer road.

ADJOURNMENT:  There being no further business to come before the Board, it was moved by Libby Spencer, supported by Tracey McGhan to adjourn at 6:07pm.  Motion carried.
