Sullivan Township Board Meeting Minutes    April 4, 2023

Meeting was called to order by Libby Spencer at 5:30 p.m. with the Pledge of Allegiance.

ROLL CALL: Present: Tony Mabrito-Supervisor (arrived late), Libby Spencer-Clerk, Tracey McGhan-Treasurer, Joe Kremm-Trustee, Jeremy Rios-Trustee and 6 Residents were present.Guest: Anthony Fisk- PUREMIWIFI.com, Brian Michelli -Fruitport Twp FD

MINUTES:  It was moved by Tracey McGhan, supported by Libby Spencer, to accept the minutes of the regular meeting held.  Motion carried.

FINANCE:  The Treasurer’s report on all Township receipts of $10,358.36 for the period of January 1, 2023, to January 31, 2023, was presented by Treasurer Tracey McGhan.  It was moved by Joe Kremm, supported by Tracey McGhan, to pay the bills of 9,195.43 as presented by Clerk Libby Spencer.  Motion carried.

REPORTS: Planning Commission – Jeremy Rios stated that the Pond Ordinance is complete and has been sent to the lawyer for review before presenting it to the board.                                  -The Michigan Township Services activity was reviewed.

OLD BUSINESS: The 100ft of Township Property north of Sheringer Rd between Barnes Rd and Sullivan Rd will revert to the 3 residents once a title search has been completed by the residents and the quick claim agreement prepared by our attorney has been signed.

NEW BUSINESS: Brian Michelli, Public Safety Director of the Fruitport Twp Fire Dept, met to review the new Contract with Sullivan Twp for Fire, Emergency and Medical Response.  Due to increased costs for materials and equipment, the new contract would increase Sullivan Twp cost from $130,000 to $160,000 annually.   This will now need to be reviewed yearly instead of every 5 years.  It was agreed that an annual increase would be capped at 7% if an increase is needed.

-Anthony Fisk from PUREMIWIFI.com – Presented a Broadband option for Sullivan Township.  His Equipment and Services would run between $80-$170/month for unlimited internet.  Please go to his website to contact him for more information.

-The approval for the Maple Island/Private Road Approval has been tabled until next meeting in order to seek more clarification on the private road requirements.

– The Sheringer Abandonment  between Carr Rd and Wolf Lake Rd discussion will be continued in a meeting with our attorney and the residents to insure that this property will not be landlocked in the future if necessary.

-We will be working with Ken Hulka to clarify which portions of Sheringer Rd to be Chip and Sealed.

-Sprague Auto to inform our residents that they are willing to pick up any old, used cars or trucks in our township for scrap.  They would pay the resident an average of $300 or more for the removal.  They will also pay residents for scrap metal if brought to their establishment.

-This week, Natural Gas was connected to Township Hall.  We have requested estimates for new furnaces to replace the old fuel oil furnaces currently being used.

-It was agreed that all Long-Term Renting of the Community room at the hall will be limited to 1 month at a time.  It was also agreed that renting anything over a 4 hour will add $50 to the cost of the rental to cover extra utilities used.

-The Handicap Ramp Quote for Hall Renovation would cost an additional $25,000 plus on top of the original quote of $125,000 of the renovation.  It was unanimously agreed by the board that this is necessary to ensure that all our residents can access freely and enjoy the Hall.

-NEXT MEETING WILL BE THURSDAY,  MAY 4

ANNOUNCMENTS:  A resident on Sullivan Road voiced his concerns of the excessive water failing drain that have grown progressively worse over the past few years due to new homeowners bringing in large amounts of landfill, the lack of clear ditches and small 12” culverts.  Tony Mabrito stated that he will investigate this issue and reply back to the resident.

ADJOURNMENT:  There being no further business to come before the Board, it was moved by Libby Spencer, supported by Joe Kremm to adjourn at 7:25pm.  Motion carried.
