Sullivan Township Board Meeting Minutes    September 5, 2023

MEETING: was called to order by Tony Mabrito at 5:30 p.m. with the Pledge of Allegiance.

ROLL CALL: Present: Tony Mabrito-Supervisor, Libby Spencer-Clerk, Tracey McGhan-Treasurer, Joe Kremm-Trustee, Jeremy Rios-Trustee, Guest: Patrick Mutchler, township auditor along with over 50 residents in attendance

MINUTES:  It was moved by Joe Kremm, supported by Tony Mabrito, to accept the minutes of the regular meeting held.  Motion carried.

FINANCE:  The Treasurer’s report on all Township receipts of $58,203.79 for the period of August 1, 2023, to August 31, 2023, was presented by Treasurer Tracey McGhan.  It was moved by Tracey McGhan, supported by Libby Spencer, to pay bills of $98,356.91 as presented by Clerk Libby Spencer.  Motion carried.

REPORTS: Planning Commission – Jeremy Rios reported that the shipping container ordinance is ready for the board to review.  They are still working on amending the Commercial Solar Ordinance

Michigan Township Services – July’s activities were reviewed.

OLD BUSINESS: Tony reported that we will need to seek bids for the Master Plan Update. He suggested contacting the previous plan for a bid along with getting information as to where we can obtain other bids.

NEW BUSINESS: FY2022/2023 Annual Audit Review – Patrick Mutchler reported that the yearly Audit went smoothly with no findings.  He did recommend that Department 851 (Insurance/Bonds/Pension) needed to be eliminated from the yearly budget.

A Roll call vote was taken to amend the Budget to dissolve Dept #851, all approved.

Sullivan Ponds and Building Height Ordinance Amendment was reviewed and was tabled to separate the ponds from the building height amendments.

Sullivan Residents Clean-up Day Saturday, Sept 9.  Terry Jonas is helping to organize the function they will be starting with the Sahara’s, and he has a couple of dump trailers to be filled. Please call the hall if you would like to contact Terry.  Volunteers are needed and would be appreciated.            Tire Recycling Day Sept 16, 9am-1pm, You are welcome to bring unwanted tires to the East side of the township hall to have recycled.

Sarah Allen Group Day Care application was reviewed and approved by the board.

A copy of Amendments to the ORV Ordinance was distributed to the board for review to be voted on at the October board meeting.

A short discussion on table and chairs for the new hall was made.

Sullivan Noise Ordinance was discussed at great length.  Some of the suggestions made be the residents were: Expand the quiet time to 11pm-7am, removed the dates to use fireworks and add per allowed by the state of Michigan, add refuse removal (garbage trucks) and industrial zoned businesses, be more specific about needing a permit for fund-raising events, add wording “malicious intent” to operation and repair of vehicles, as well as possibly look at the state of Michigan” Noise Ordinance.  Courtney Glavich volunteered to head up a workshop to help mediate future resident conflicts.

It was also agreed to post the Amendments for the Noise Ordinance, Pond Ordinance, the Building Height Ordinance and the ORV Ordinance on the Sullivan Township Website prior to next month’s meeting.

PUBLIC COMMENTS: Ken Steven asked to have his road and all the other roads in Nichol Heights repaved.  Tony informed him that that would probably need to be assessed to the residents, but he would get a quote.

ADJOURNMENT:  There being no further business to come before the Board, it was moved by Libby Spencer, supported by Joe Kremm to adjourn at 7:34 pm.  Motion carried.
