Sullivan Township Board Meeting Minutes    January 2, 2024

MEETING: was called to order by Tony Mabrito at 5:30 p.m. with the Pledge of Allegiance.

ROLL CALL: Present: Tony Mabrito-Supervisor, Libby Spencer-Clerk, Tracey McGhan-Treasurer, Joe Kremm-Trustee, Jeremy Rios-Trustee along with 6 residents present

MINUTES:  It was moved by Libby Spencer, supported by Tracey McGhan, to accept the minutes of the regular meeting held.  Motion carried.

FINANCE:  The Treasurer’s report on all Township receipts of $8,775.28 for the period of October 1, 2023, to October 31, 2023, was presented by Treasurer Tracey McGhan.  It was moved by Joe Kremm, supported by Tracey McGhan, to pay bills of $88,462.28 as presented by Clerk Libby Spencer.  Motion carried.

REPORTS: Fresh coast Planning and the Michigan Township Services activities were reviewed.

CORRESPONDENCE: Fresh Coast also sent us a letter notifying the township planning commission informing them of the intent to update our Master Plan.

-A quote from Slot Law to Review and Update all the Township Ordinances was presented, reviewed and agreed to in a roll call vote.

OLD BUSINESS: It was reported that only about 30 residents attended the December Open House.

NEW BUSINESS: It was recommended to investigate offering Liability Insurance for the Hall Rentals when alcohol is to be served at events.  More information is to come on this topic.

-Three Generator Quotes for the Township Hall were presented.  The board is going to review these and decide on a vendor at the February meeting.

-The Sheringer Road Abandonment from Carr to Cloverville Roads was discussed at length.  Supervisor Mabrito was approached by the MCRC and informed that they plan on abandoning this property with or without the townships input.  The Section of Sheringer road between Carr and Wolf Lake Roads that was abandoned earlier this year is supposed to have an agreed easement among the property owners.  This is a condition that was agreed to in October and has yet to be fulfilled.  Supervisor Mabrito agreed to discuss this with the property owners.

– The township has two residents that would like to live in their existing house while building new homes on their properties.  The board agreed to allow this as long as there is a legal agreement to remove the first home within 90 days of completion of the new home.  This contract may require money to be placed in escrow until the first home is removed.

– The board discussed and agreed to an hourly increase in the Clerk’s Compensation during the general election year should it become necessary due to the extreme changes to Proposition 2.  Joe Kremm made a motion to approve, Tracey McGhan supported. Motion carried.

-Two members of the Planning Commission have terms expiring this month. Jeremy Rios offered to discuss with the Planning Commission whether it made sense to have a seven-member versus a five-member commission. It was also mentioned that the PC pay should be increased.  Libby Spencer will attend the next meeting to swear the needed members in for the next term.

PUBLIC COMMENTS: Resident had questions about the Property Maintenance Code.

ADJOURNMENT:  There being no further business to come before the Board, it was moved by Libby Spencer, supported by Joe Kremm to adjourn at 6:40pm.  Motion carried.
