Sullivan Township Board Meeting Minutes    February 6, 2024

MEETING: was called to order by Tony Mabrito at 5:30 p.m. with the Pledge of Allegiance.

ROLL CALL: Present: Tony Mabrito-Supervisor, Libby Spencer-Clerk, Tracey McGhan-Treasurer, Joe Kremm-Trustee, Jeremy Rios-Trustee along with 12 residents in attendance.

MINUTES:  It was moved by Joe Kremm, supported by Jeremy Rios, to accept the minutes of the regular meeting held.  Motion carried.

FINANCE:  The Treasurer’s report for January will be reviewed at the March Meeting along with the February treasurer’s report due to an extended vacation.

REPORTS: Planning Commission – Jeremy Rios – Shipping Container Ordinance was discussed at length.  Some of the concerns raised include not allowing a container on property less than 5 acres, having a 6’ fence around the 9’ container, tie downs and foundation options etc.  Chairman Tom Anton was present to answer many of the concerns that were raised.  The Solar Energy and the Accessory Building sizes were also worked on.

-Michigan Township Services and Freshcoast Planning activities were reviewed.

OLD BUSINESS: Generator Quotes for the Township Hall from last week’s meeting were discussed.  Clerk Spencer made a motion to hire Smart Energy, supported by Joe Kremm.  Motion carried.

NEW BUSINESS: Liability for Hall Rentals/insurance when serving alcohol at an event, a rider on the homeowner’s insurance or a separate policy will be needed.

-The Sullivan Township Purchasing Policy was reviewed and updated and passed unanimously.

– The 2024 Poverty Exemption Resolution was reviewed and passed unanimously.

-The cost of providing free trips to the dump for our residents was reviewed. (2 weeks versus 3 trips with the annual punch card).  The punch card is costing the township an additional $3500.  It was discussed to possibly decrease the trips from 3 trips to 2 trips per resident for 2025.

PUBLIC COMMENTS: Tammy Gillette is concerned that Sheringer Road between Barnes and Maple Island did not receive the second coat of seal after it was chip and sealed in August 2023.  Tony Mabrito said he would talk to the MCRC about this concern and get back to her.

-John Carr asked if Nichol Heights Road was going to be repaved this coming year.  It has not yet been decided.

-Courtney Glavich asked about the IPMC with reference to the board of appeals and the concern with how many vehicles can be in yard.

– There was also extensive discussion and concern about the Knudsen Drain fees and the Drain Commissioner overwhelming power.

ADJOURNMENT:  There being no further business to come before the Board, it was moved by Libby Spencer, supported by Joe Kremm to adjourn at 6:40 pm.  Motion carried.
