in-house Zoning Administrator Description:
Works with Planning Commission, Zoning Board of Appeals, Ordinance Enforcement Township Board and Township Staff, under the supervision of the Township Supervisor, to implement a planning vision for the community. Supports a creative planning environment focused on implementing the vision of Sullivan Township while performing daily municipal planning and Zoning activities. Performs technical, administrative, and research tasks related to planning and zoning issues including assisting with the Planning Commission and Zoning Board of Appeals meetings. Prepares ZBA and Planning Commission agendas and memos. Overseas and performs site plan reviews and reviews developmental plans to ensure compliance. Attends all Planning Commission and ZBA meetings while also being available to attend Board of Trustees meetings, keep record of P. C and ZBA meeting minutes with a written report to the Board of Trustees.
Key Job Responsibilities
- Permitting & Review: Accepts, reviews, and processes applications for zoning permits, site plans, variances, and re-zonings to ensure compliance with local ordinances.
- Board Support: Acts as a liaison to the Planning Commission and Zoning Board of Appeals by preparing staff reports, agendas, and presenting technical information at public meetings.
- Public Assistance: Advises developers, contractors, and property owners on zoning regulations, procedures, and ordinances.
- Administration: Maintains comprehensive records of permits, violations, and zoning changes.
- Any other duties as assigned
Required Knowledge, Skills, and Abilities
- Technical Expertise: Deep understanding of zoning ordinances, GIS mapping, land-use planning principles, and site plan interpretation.
- Communication: Strong verbal and written communication skills for explaining technical codes to the public and drafting staff reports.
- Legal Knowledge: Knowledge of legal procedures ordinances, including testifying in court.
- Software Proficiency: Ability to use computer software for record-keeping and GIS software and BS&A software potentially.
Typical Qualifications
- Education: Public Administration, Engineering, or a related field is frequently required, although some positions accept equivalent experience.
- Experience: Previous experience in zoning, planning, or code enforcement is often necessary.
- Willing to complete the Michigan Zoning Administrator Certificate Program within the first 2 years.
- Knowledge of municipal and local government operations as they relate to the development and growth in local municipalities, and general understanding of Township operations.
- Ability to effectively communicate and present ideas and concepts orally and in writing.
- Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with builders, architects, planners, property owners, the public and professional contracts, and Township officials.
- Ability to critically assess situations, solve problems, and work effectively within deadlines, and
- changes in work priorities.
- Must be able to efficiently manage time and organize records.
- Must be able to deal positively and effectively with a wide range of citizens and problems in a non-confrontational manner.
- Thorough knowledge of local, state and federal laws and other regulations governing land use and zoning.
- Thorough knowledge of the practices of plan review and site inspection.
- Skill in compiling and evaluating complex planning, land-use, and zoning code guidelines for assimilation into GIS development and application.
- Skill in interpreting and applying planning and zoning guidelines and ordinances.
- Possess a Valid Michigan Driver’s License
